Fixes todo_login on Windows: the sign-in URL was launched through cmd.exe, which splits commands at & and truncated the OAuth request after the first query parameter (Microsoft error AADSTS900144: missing 'scope'). The browser now launches without shell parsing.

Install/upgrade:
- Claude Desktop: ms-todo.mcpb via Settings -> Extensions
- Cowork / Claude Code: ms-todo.plugin via the plugin picker
Existing sign-ins are unaffected (token cache carries over). macOS/Linux installs of v1.0.0 don't need this fix but should upgrade to stay in sync.
